OFFICIAL INVITATION EXTENDED TO THE SOUTH AFRICAN GOVERNMENT, AGRI SA, TLU SA TO ACCEPT A $120 MILLION DONATION FROM GABM MEMBERS ON BEHALF OF THE DROUGHT STRICKEN FARMERS OF SOUTH AFRICA.

Dear Sirs,

It gives us enormous pleasure to inform you that 233 GABM members have decided to continue with the funding of the “GABM SA Drought Relief Project”.

The decision was taken as a result of the overwhelming and urgent requests received from South African farmers.

PREAMBLE

During the past few years the world has experienced the worst “El Nino” weather conditions in recorded history. Most parts of the world have been affected in some way or another with devastating effects.

South Africa in particular has experienced one of its worst seasons of drought ever, which threatens the food security of the country and all neighbouring countries that heavily depend on South Africa in that regard. In fact the situation is so severe that the future sustainability of the entire South African agriculture industry is at risk.

At the same time the world economy is still in dire straits which make it even more difficult for developing countries like South Africa to respond to the plight from commercial farmers to access disaster funding.

SA DROUGHT RELIEF PROJECT

  • Purpose
The exclusive purpose of the “GABM SA Drought Relief Project” is to provide South African farmers with a $120 million emergency financial aid package.
  • Objectives
The $120 million “GABM SA Drought Relief Project” emergency funding is to be allocated in a fair and equitable manner to South African farmers.

The $120 million “GABM SA Drought Relief Project” emergency funding may however not be used by farmers to repay any kind of loans at financial institutions.
  • Goals
It is of fundamental importance to get the support and active involvement of the South African Ministry of Agriculture and Agri SA and TLU / TAU SA to secure the success of the “SA Drought Relief Project”.

The “SA Drought Relief Project” needs the organisational infrastructure of the South African Ministry of Agriculture:
    • To mobilize its representatives in provincial and local governments to actively advocate and promote the “SA Drought Relief Project” throughout South Africa.
    • To fast track any additional kind of assistance / regulatory approvals from other Governmental Departments that may be necessary or required to undertake the “SA Drought Relief Project”. 
The “SA Drought Relief Project” needs the organisational infrastructure of Agri SA and TLU / TAU SA:
    • To inform all their members in need of temporary emergency funding to register with them.
    • To extensively liaise with the print media, TV news and radio networks to inform farmers, who are not members of Agri SA or TLU / TAU SA, about the GABM “SA Drought Relief Project”; and to invite them to register with them.
  • Action Plans
Until Wednesday April 18th, 2018: Await confirmation letters from the South African Ministry of Agriculture and Agri SA and TLU / TAU SA.

April 18th, 2018 - May 16th, 2018: Conclude any kind of negotiations between the South African Ministry of Agriculture and Agri SA and TLU / TAU SA and GABM.

Monday June 4th, 2018: Distribution of emergency funding.

SUSPENSIVE CONDITIONS

The emergency funding commitment by GABM members in terms of the “SA Drought Relief Project” is strictly subject to the following terms and conditions, and if not attained will render our members’ capital grants null and void, and the $120 million will be allocated to other global philanthropic programs or projects:

A. The SA Government’s Ministry of Agriculture should provide the project leader with an official letter of confirmation by end of business Wednesday April 18th, 2018, indicating the following:
    • The South African Government fully and actively supports the “SA Drought Relief Project” and unconditionally accepts the GABM funding conditions as is contained herein;
    • The South African Government and all applicable regulatory authorities confirm there is no legal or other objection against the GABM members’ donation to South African citizens;
    • The South African Revenue Service acknowledges the fact that the donation of $120 million is from non-South African citizens / residents; and in terms of South African tax laws such donations would be entirely tax free to beneficiary.
B. Agri SA and TLU / TAU SA should provide GABM with an official letter of confirmation by end of business Wednesday April 18th, 2018, indicating that:
    • Agri SA and TLU / TAU SA fully and actively supports the “SA Drought Relief Project” and unconditionally accepts the GABM funding conditions as is contained herein.
C. The entire $120 million will be allocated to farmers as emergency financial assistance. 

GABM

GABM is the only philanthropic organization / foundation in the world where projects like the “SA Drought Relief Project” could obtain funding, which is a direct result of its membership collective’s commitment to philanthropy and most importantly as a result of the unique GABM Funding Model.

The dynamic GABM Funding Model allows its members to fund projects and disasters from profits they have generated through GABM associated projects or investment opportunities and not from their personal capital.

CONCLUSION

We respectfully request that you ensure that all future public statements should be factually correct in so far as that the “SA Drought Relief Project” is a project initiated by Mr. Mark Paulsmeier with the support of GABM members, and that the “SA Drought Relief Project” is not an official GABM Board of Executives initiative.

This aspect is of significant importance as the “SA Drought Relief Project” by GABM definition does not qualify as a natural disaster, like the previous ones we have funded in the past.

The reason being that most developing countries are currently experiencing extreme effects relating to “El Nino” and the GABM organization does not have the collective resources to intervene in every country as GABM members are doing in the case of the “SA Drought Relief Project”.

GABM would as a result not like to be seen as favouring one country or group of people above and beyond any other country or group of people.

GABM and its membership collective are however extremely proud to be able to make a significant contribution to the agricultural industry and people of South Africa.
